Developing a Cost Analysis Pre-Conference Session

The goal of cost analysis training is to help NFPRHA members determine the cost of providing services so they can understand how to set appropriate fees to charge clients or to negotiate with outside payers. This is your chance to learn a proven methodology which will help you allocate program costs into appropriate functional cost centers, utilize the Resource Based Relative Value System (RBRUV) to establish costs, identify the total units of service based on the RBRVS and develop a fee schedule based on actual costs of providing all services. This session requires a $50 registration fee per attendee. The registration price includes advance copies of the training manual and lunch.

NFPRHA's fifth peer-to-peer learning network meeting will focus on the future of Medicaid funding for family planning under the new Administration. This meeting will bring together individuals from across the country interested in learning more about applying for and implementing Medicaid family planning expansions in an informal setting to ask questions, share concerns and discuss promising practices. Best practices for Medicaid family planning expansions and recent changes in the waiver process will also be addressed by national experts. This session requires pre-registration.

After a hearty welcome and introduction to the 2009 NFPRHA National Conference, we get down to work with an interactive session, crafted by NFPRHA's Policy department, exploring the main Federal policies that support access to family planning services for low-income and uninsured people. The program begins with the formal release of our Title X Advisory Council's Title X Action Plan, recommendations for reforming America's family planning program. Next, we give you the opportunity to join the dialogue--in small breakout groups--as we explore Medicaid's role in increasing access to family planning. The session will conclude with a roundtable of national health care experts and family planning service providers discussing strategies for protecting and strengthening the health care safety net in health reform.

Addressing Obesity in the Family Planning Setting

Clinicians in the family planning setting interact with obese clients on a daily basis but often feel uncomfortable confronting the issue in their practice. In this session, find out what you need to know about our country's obesity epidemic and learn the health risks and treatment options associated with obesity. Gain a greater understanding of the safety and efficacy of different contraceptive options for obese women and learn strategies for broaching the topic with your clients.
Understanding Disparities in Reproductive Health

Certain populations in our society, particularly women of color and low-income women, are more likely to experience negative reproductive health outcomes, such as higher rates of unintended pregnancy, adolescent pregnancy, HIV and other STIs, as well as have a higher rate of negative birth outcomes. They are also less likely to use contraception and experience barriers to access. This session will explore the data on disparities in reproductive health care, explain reasons for these disparities and provide examples from a family planning provider who is working to address disparities in her local community.

Knowing the marketing basics is one thing but knowing how to use those skills to bring hard-to-reach populations into family planning health centers is quite another. Learn from NFPRHA members who are effectively reaching out to hard-to-reach populations. Planned Parenthood of Illinois will detail their Latino Outreach Program through which they partnered with MexFam, a Mexican family planning and advocacy organization and ultimately created a marketing and outreach plan to more effectively reach Latinos in Illinois. Adagio Health will describe the marketing strategies they use to reach out to young adults in the college towns they serve.

Intrauterine contraception (IUC) has been the contraceptive method of choice for many women internationally for more than a decade. The rate of unintended pregnancy in the United States is staggering: approximately half of all pregnancies are unintended. There is also an overall lack of comprehensive sexuality education in the United States. As a result, many women do not fully understand how the reproductive system works, causing an underestimation of their true risk of pregnancy. This lack of understanding combines with a cultural unease among health professionals about discussing sexual topics, limited time for health care appointments and communications complexities to keep women in the dark about their true risk of pregnancy. This session will address these challenges and help health care providers and patients better understand the true risk of pregnancy. Breakfast served.

Expanding Access: Technology Driven Outreach Innovations

Contraceptive failure due to inconsistent use continues to be an important cause of unintended pregnancies. Emerging communication technologies have the potential to provide cost-effective and sustainable solutions to ensure ongoing effective contraception outside of the clinical setting. In this session, we will describe a project funded by the National Campaign to Prevent Teen and Unplanned Pregnancies' Innovators Project that targets women who rely on user-dependent contraception (oral contraception, patch, ring, injection). A brief text message in English or Spanish will remind women to return to the clinic or pharmacy for contraceptive refills, injections and medical appointments. The system will be developed at two health center that provide family planning services and then expanded to four additional centers in the Sacramento area. We will discuss the challenges in developing a system that is user-friendly for both clients and clinic staff while gathering needed evaluation data.
